So, What Is Annexure F (Now Annexure B)?
Of the documents needed for getting a passport made under Tatkal Scheme in India, there is one called a ‘verification certificate’. It is referred to as Annexure F (now Annexure B).
Rightly named so. You will soon see why.
Who Can Sign Annexure B (Formerly Called Annexure F)?
For the uninitiated, this is a document that is needed compulsorily, and can only be signed by the bureaucratic elites of the system, who, I am sure fart glitter and poop rainbows. Or ride a unicorn to work, because looks like I know no one who would do the needful for me.
To be specific, these are the unicorns people who can sign your verification certificate, according to the website.
And this is the reason ↓ why no one will sign it (unless, of course, they are your parents/parents-in-law, or looking to retire in jail). [This innocent-looking terminology ‘incorrect verification’, apparently, has layers of meaning in the Indian red tape.]
Why Is No One Signing Your Annexure B For Tatkal Passport?
As the protocol states, you would need the official letterhead of the person issuing it for you for printing the document.
Most people will let you talk until this point. However, the catch lies in the second bit, which is: the document has to be accompanied by a photocopy of the person’s official identity card (grocery card in case of defense-officials), which is when the ‘F’ bit in the nomenclature of the annexure will come into play, and you will be asked to f***-off.
I reckon that the idea behind it is, that someone worth their weight in gold in the Indian bureaucratic system should vouch for me. Understandably so, for, what if while ambling around in the streets of Switzerland, I suddenly get tempted to rob a bank? Or say, while flying to Europe with Cathay Pacific, suppose I hijack the aircraft to my own backyard? What if my so-called ’emergency’ is a quick meeting with Al-Qaeda chief, at his underground base?
Here is what is likely to happen when you step out looking for someone who can issue the certificate for you (not applicable in case your parents/parents-in-law hold any of the aforementioned positions):
Would I sign Annexure B for Tatkal Passport had I the authority to do so?
No. Nor do I think that anyone in their right mind would and should because the stakes are high.
Then what am I wanting to say through this article?
That, what good is a rule that services a mere handful of the people of a nation that has 1.3 billion population? Emergencies do not crop up (the reason why the ‘Tatkal’ scheme was started in the first place) after assessing the bureaucratic elitism of a human being. This definitely needs fine-tuning and a practical approach.
Traveller-tip: Apply for an appointment only after you have your documents ready.
If you are stuck without a passport, try traveling to Bhutan in the meanwhile.

Is Annexure F needed for the renewal of my passport?
My passport expired 5 months ago, I applied for a Tatkal one. I read that dreaded statement on the final receipt, somewhere at the bottom, that Form-F is needed.
Upon my visit, the first counter did ask if I have one, when I said no, the application was given to a “Granting Officer” who put a stamp. So, though I did get through without a Form-F but as the lady did ask so I am still not sure if they made an exception for me and it is up to the discretion of the officer OR as a process for renewal one doesn’t need.

The government has finally understood how painful-to-acquire this document is. At last, it has heard us out and made a very valid change in Annexure F. True-blue bureaucratic style, it has changed its name from Annexure F to Annexure B. That’s it. The requirement for Tatkal Passport remains the same.

So, after ducking the bullet for four years, we are finally seeing some change. The verification certificate, which is also known as Annexure F, or Annexure B, is no longer needed to get one’s Tatkal Passport made.
I repeat:
No, you do not need Annexure F or Annexure B to get your Tatkal Passport made.
Here are some of the queries that I am asked repeatedly, so I am answering those to clear all misconceptions about Annexure F/B:
Do I need Annexure F for the damaged passport?
– No.

You might have to check if the PSU your dad works for is accepted by Passport office, and then check for this state thing. This document is an extremely complicated one, and I am assuming that this interstate thing might not work, because it didn’t in my case. But I would still request you to check with the office.

My aged parents went to PSK and literally witnessed hell. As PSK website, which is out-dated says AnnextureF or 316 Documents or Child’s Passport copy is mandatory.
I arranged all those other than AnnextureF for tatkal, but later i learned (sorry screamed by PSK official) that AnnextureF is mandatory for tatkal. We cant go by whats there in document advisor of PSK but should be in position to give officials whatever they ask for.
One suggestion for ppl who are going to PSK, carry Laptop, Printer and a Notary lawyer with you or Call up Siddaramiah right away. Otherwise you will be pushed back and forced to take new appointment and shall out money to greedy left and right.

It is simply hell. And you are right. I did the same, and was haughtily told that the Annexure is important, but I hear some places DO allow as written on the website, though I am yet to meet anyone who has been able to bypass Annexure F. I have done my bit by writing this piece and by tweeting it to the relevant ministery. You too can choose to do yours and share the info as much as possible.

My sister has been trying for a tatkal passport and she has been running back and fro to her home town and the place where she has been married.. the last time i talked to her, she sounded frustrated and said – “the worst thing that would happen is I won’t assist my husband to the foreign land.. and now instead of all these headaches of getting documents and signatures, that option seems to be jus fine!”
Anamika, I suggest that she applies through the normal quota if she has time. It is efficient enough. Annexure F rule has to be the most useless one, and I have absolutely NO CLUE as to who it is made for. Also, the website cites it as an optional document, while in reality it is not.
I have tried tweeting it to the relevant ministery, let’s see. You too do your bit and tweet about it tagging relevant people, who can reform the rule. This stupidity has to go, for sure!
That’s true… She had 2 months.. but then Visa application had no set duration, so she thought of doing it the tatkal way. Now, however the agent has backed off and probably she will have to do it the normal way. We have already lost enough days in arranging the heaps of documents required… Hope this horror ends happily for her!

Anex. F is really very hard to get for common peoples. PSK at Thane says 3 optional documents are not meant for fresh tatkal passport and are for renewal only.

Can anyone help me with “needs to be printed on the official letter-head of the person issuing it”; The Tashildar office people here don’t know what an official letter head means. What are my alternatives? Can print it on a normal paper and get the stamp and sign of the tashildar officer?
Nope. Nothing except official letter-head, whether the Tasildaar understands it or not.
This is why I am saying that this rule needs to either be modified, or removed completely. Who in an emergency will have the time to educate those Tehsildaars as to what a letter-head is?

Today I was debarred from undergoing the Tatkal Appointment Process as I did not have this certificate. However, the document advisor on passport.gov.in (http://passportindia.gov.in/AppOnlineProject/docAdvisor/attachmentAdvFreshInp) clearly states that the verification certificate as per Annexure F is optional. But, the officials as Ghaziabad Passport Seva Kendra rejected the documents. Why can’t they simply write –
This impossible to have certificate is mandatory for tatkal passports.

This is precisely why I have stated that the website tells you that it is optional, while the officials ask for it like their life depends on it. This is extremely misleading and wastes one’s time. I hope people see the light soon.

i want to Pass Seva kendra Mumbai Andheri ( E) same thing happened with me I was ask to bring Annexure F as per the website its say optional . I tried visiting same day to local Police Station to see SHO He said he has no powers to sign i need to see DIG /IG /DGP. I did tried visiting Taishildar office too & they got BIG NO. I have NO hope that i can get this Annexure F from anywhere & i left like not even to apply for passport but can’t ignore I need to go trough Normal process which might take 1 month or 2 months or just need to wait Hoping to get soon ?

As far as I understand, you have to cancel the tatkal one and apply afresh through normal quota. If you apply now, you should have your passport with you within a month.
Please don’t wait for the last minute, do this now. You never know what else might they need and the deadline of passport-delivery slides.

I did not schedule any appointment for tatkal one. Some people are advising me to apply for appointment under normal quota and the at PSK, they will give me a form that will change my application from Tatkal to normal. And then I can continue with the normal procedure to get passport. I hope it’s possible this way.

Hi ppl, I called passport customer care 1800 258 1800 and enquired about Annexure F. I need only spouse name to be added to my passport and re issue the same. Passport customer care person, informed there is no need of Annexure F for this. Only old passport copy and marriage certificate copy is enough. I stressed him again saying what if they ask for Annexure F in PSK. He told not needed. Could anyone please clarify me, if he is right or do i need to get Annexure F. I need to apply for visa next month and by this time i need to get my son’s (minor) passport as well.

One more clarification. What if i apply in tatkal and cannot produce annexure F at PSK in case they ask for it. Will they move my application to normal category and give appointment in later date OR will they process the application under normal category on same day?
They ask you to come back with right document, with a rescheduled appointment which you choose. Please go through the comments on this posts, some people have been very kind to share their experience regarding Tatkal vs normal application. I think, you can convert it to a normal one from the window itself.

I did protest but all they said is that diff passport centre’s have diff rules and the document list is just an indication of what might be okay for submission but the final decision depends on the Passport office’s discretion.

No, as far as I understand, that switch has to be done by the officials. Don’t do it on your own, unless you have got it changed to normal from the office itself.

We get options where u need to decide whether to make it normal or tatkal.. One at the fist page and one among last few pages.. On last pages it’s like u will be under tatkal only but just via normal que.

This approach of tatkal should be stopped immediately.as common person does not know these person all signing authority should be removed and prime minister name should be kept.there’s should be audit of who are the person that get tatkal passport.
During normal passport, verification can be done by local police then why same police can not do verification before normal passport.there’s should be form for that.then why passport officer does not demand that IG etc should always verify the normal passport application.basically propose is not identified why the passport tatkal is required. When mallya can easily move outside India, it indicates that propose tho stop passport is useless.

I faced this issue today and have logged in a grievance at http://pgportal.gov.in/GrievanceNew.aspx
The email, as per the status of the grievance, has gone directly to Joint Secretary PSP and CPO, Ministry of External Affairs. Would request all those who faced this issue to log in their grievance at the above website which seems to have been created by Govt. of India specifically for grievance redressal. Tried logging in this grievance at the passport website as well but kept getting a weird error. The exact email I sent was this –
“I applied for a passport under the Tatkaal scheme (ARN: 16-1002518739) and as per the Document Advisor on the website, Annexure F is optional and 3 other documents out of a list of 16 can be submitted instead. However, when I went to PSK Bangalore Lalbagh today, the officer told me Annexure F is compulsory and that I have to reschedule my appointment. And I also later realised that it is impossible to get Annexure F if you do not know someone from the list of authorised signatories personally and that a lot of people face this issue. If this is the case why has MEA not done anything to inform people (through the website) that Annexure F is compulsory and that it can be obtained only if you know the authorised signatories personally. I have already lost a day and if I have to apply under the normal scheme now then my passport will be delivered much later than when I will actually need it. This confusion is causing a lot of pain for a lot of people who are already pressed for time or are facing an emergency situation because that’s the reason they apply under the Tatkaal scheme in the first place. The last thing they want to do is waste time because of conflicting information and running from one bureaucrat to another for getting an Annexure which I may finally not get. One solution is to simply update the website and let people know that Annexure F is compulsory and that you can obtain it only if you know the authorised signatory personally. People will then plan accordingly. Pls respect people’s time especially of those applying under Tatkaal. PS: By the way, there is something seriously wrong with the grievance redressal page on the official passport website as well – I could not log in this grievance there even after 10-12 attempts because of some special character related issue with the ‘Description’ box.”

Is this phenomenon of compulsory annexuTure F only seen in the Bangalore PSKs? I have applied here and I too have the same story.
And i echo the EXACT/same sentiments of BCP – why waste people’s time, energy and money by mentioning a list of documents that are not accepted inside the passport office. I too have plans to raise these grievances on the concerned sites.
To add to the woes, even the list of address proofs is only indicative. Cr*p documents like rent agreement etc. are used only as supporting documents and are to be accompanied by other important looking address proofs like bank statement, LPG connection etc. Site again doesn’t mention the old rule of proving 1 year’s continuous stay at 1 place. But inside the passport office they require you to show 6-12 months of continuous residence at 1 place. Even when it’s clearly mentioned on site that applicant doesn’t need to prove it and can give proof of current address irrespective of how short the stay is. Do they suffer from a hangover of the old rule and still check 1 year’s continuous stay?
As mentioned by the APO to me – for fresh ones, Aadhar, EPIC and PAN card are the only ones accepted as Tatkal docs. Again, don’t know if same address needs to be on each of them (Address not applicable on PAN). Though the site says, applicant’s name needs to be same on all Tatkal documents.

Hi Please let me know if Annexure F will be required for passport reissual from Ghaziabad PSK for adult? First passport before marriage was issued with police verification in haryana. So change of address and spouse name are main reasons for passport renewal.

I applied passport In Tatkal scheme.Attended tge Appointment in Gurgaon PSK.Nobody asked from me to produce the Annex F all through at the appointment counter A,B,C..Finally the passport is issued at counter C and I got a mail within one day that New passport booked is already despatched.A post police verification shall be conducted but no one asked annex F in PSK.I don’t know whether the police officer who shall come to my home for verification shall ask or not to show annex F.I don’t have it and neither I know anyone who can give it to me.My question is that if annex F is compulsory then why the he’ll PSK didnot rejected my application in the first place or convert it to normal?But as such everything is going on tatkal basis imean passport is despatched in one day by speed post.so it is sure that the application type is still tatkal and not converted to normal.Can someone guide me on this that do I still need Annex F to shoe it during my PV at home?any comment on this regard shall be highly appreciated..Thanks in advance.
Not sure of any new changes that have happened. Please prod when they come for verification, and let is know too. You will save a lot of people undue stress.
I am really curious to know who designed these rules. He or she must be having the most brilliant mind on planet. I applied under Tatkal Scheme and getting this Annexure F is taking me 2 weeks. By the way I still haven’t been able to get the document signed by any First Class District Magistrate. So I think I should change the application to Normal mode. That may work, I hope.

Just curious, the FAQs on t passport website says Annexure F or Annexure I (which can be easily done) with three proofs out of 16 (listed over there). If I qualify for the 2nd (annexure I and proofs) one…wil they still ask for Annexure F. I don’t see any reason, why they should ask for one as it is written on their website. I have an appointment on 27 April. Now I am confused after reading this article because getting Annexure F would me more difficult that crossing border illegally ( Just Saying 🙂 ). Have you heard of any case where Annexure I along with 3 proofs would have sufficed.

Well, the website says that Annexure F is optional, but in reality it is not. It is dependent on the PSK center. Please read the other comments as well to understand the possibilities.

Apparently the mandate for Annexure F depends from center to center, but is compulsory at most of them. Mine could not have gone ahead without it. For yourself, you will have to check at your center.

For my “Verification Certificate” (Annexure F) in Tatkal passport application (Bikaji Kama place) I went and took it from my uncle who works under the “Ministry of Health & FW Govt. of India as Dy. Director (Admn), the question is will they accept my VC on my appointment day at the counter?
The question, my friend, is whether his designation is enlisted by the screenshot I have posted. If yes, then yes. If no, then no.
P.S. Nothing against you, but what I mean by this post is, that if the rule is for ‘people with uncles’ in relevant positions, how does it help the common man?

For my “Verification Certificate” (Annexure F) on my tatkal passport application at Bikaji Kaama place I took it from my uncle who works under the “Ministry of Health & FW Govt of India” as “Deputy Director” In Delhi. I have no clue about rules regarding minors, but if you can apply through normal quota, then just avoid the hassle maybe?
Just back from Bangalore PSK. After paying 2k online for a tatkal re-issue passport, I waited 1.5 hrs. First out in the sun, then standing inside with no organisation of Queues. Even smallest private bank has a token system for Queue.(And I do feel sad for the person sitting at the tatkal counter during lunch time facing every wrath and frustration of hungry, tired tatkal applicants.
Lots to rant about, but the main thing I came here to rant was Annexure F. The reason quoted by the girl at the counter was, ‘the old passport was from a different state and rules vary’.
All this while the normal tokens I overhear being counted moving up from 702 to 792 with in hours…..
After that tiring adventure I am at my office writing this ….and thinking my next plans……..
And I want the passport by next month…..

Seriously i hve faced the same problem no one is f*cking willing to sign the document. I even printed it on the letter pad of the SP but then he said I can’t sign this document and i m not the only person who can do this. I mean seriously I couldn’t get this thing that if they are to aign this document why don’t they di it and stop harassing the normal general public.. I m so frustrated.. Wasted so much time and money and the result i got is nil.. Useless system. Tatkal is made to get the passport early and without any problem which we need to face in normal procedure but trust me never apply this provided you don’t know any one of the bureaucrats personally.

Hi, Thanks for the writing. I have applied for a passport re-issue on tatkal and my booking is coming Wednesday. I filled up the forms online, made payment and booked appointment. The Online Appointment Receipt clearly states
“As you have selected Application Type as ‘Tatkaal’ and Employment type as ‘PRIVATE’, please confirm to enter the Verification Certificate (VC) / No Objection Certificate (NOC) / Prior Intimation Letter (PIL) / Identity Certificate (IC) details online using Enter VC/NOC/PIL/IC Details link available on the View Saved/Submitted Applications page.Please carry originals.”
Like a common guy, i was also too worried about this Annexure -F. So I called a passport agent through my Office HR contacts to see if if Ann.-F is required. The agent told me it is not required. Still not convinced, I called passport toll free number and explained the above statement in Appointment receipt. I also added i have changed my address . The toll free executive said Annexure -F is not required for Re-issue but only required for Fresh issue of passport.
Anyways, I have decided to go without Ann-F. The worst case would be changing from Tatkal to normal. Will write up after my experience after Wednesday.

Hi, all I was very much worried about Verification certificate, In re-issuing passport. I called to passport online number, they even dont say clearly whether it is required or not required. It depends upon how much clarity call attender has. Finally I arranged everything and went to passport office. To my surprise they didn’t asked me. Instead I have to go through post police verification after receiving the passport. Also passport office people were very friendly, best service from Sushma Swaraj Department. They must write clearly when verification certificate mandatory.

For RENEWAL: My passport expired 5 months ago, I applied for a Tatkal. And I read that dreaded statement on the final receipt somewhere at the bottom that Form-F needed. Upon my visit, the first counter did ask if I have one, when I said no, the application was given to a “Granting Officer” who put a stamp. So though I did get through without a Form-F but as the lady did ask so I am still not sure if they made an exception for me and it is up to the discretion of the officer OR as a process for renewal one doesn’t need.

Just wanted to share my experience for Tatkal passport re-issue. I live in Noida and had applied from Ghaziabad PSK and my previous passport was issued from Bhopal. I also could not arrange for Annexure F but I did have all the other documents. To my surprise, it was a smooth sailing. Counter A did the paperwork processing and photograph, followed by Counter B which did the document check. It was only counter C that had to take the final call and the person asked me whether I had Annexure F certificate and I said no. He looked at my application on his screen for a while, thought for some time and then approved my re-issue application. I was nervous at counter C but luckily Annexure F did not prove to be a roadblock. Had visited the Ghaziabad PSK on Wednesday morning and received the passport the very next day by Thursday afternoon. I had lived at two different places in Noida over the last year, hence Police verification happened for both the addresses within a week.

I applied for fresh Tatkal passport too in Delhi PSK which was in Rk Puram, i read your article and was little tensed about getting this annexure, but there is an alternative too, instead of the Annexure you can give 3 out of 16 documents.
Also i called and asked about this document from the PSK helpline they told me that it depends on which PSK you are applying, luckily on the appointment date at the counter they accepted my 3 out of 16 documents and on the same day all of my documents were verified and my file was made.
The downside is , if you give 3 out of 16 documents police verification is done first then you would get your passport which is opposite if you give Annexure ‘F’.
Now my police verification is pending. I went to the PSK yesterday.

Hello everyone. My passport have been renewed from Dubai in 2008. I have to update my address and spouse name in my pp so I visited thane psk. They said annex f is mandatory as the pp is renewed from Dubai. Had it been issued from Mumbai or thane then annex f won’t b required.

This is absolute pain. Bloody shit government wants to screw it’s own citizen. I am facing the same situation now. Have no idea how to get this annexture F (fuck) done. None in the rank would help you have anyone in that rank from your family. Indian Govt is acting on these stuff like shit. Apart from this the passport officer is another shit pain we need to bear. Adhaar card, Voter -ID, driving licence, PAN card are not accepted. What the fuck is this. The govt. shit is telling the IDs issued by Govt. of India is not accepted. That shit told me to show this “F” certificate and can’t be processed without that. He mentioned in reappointment acknowledgement exactly as below
“Partciant wants to show annexture F” .. what the fuss that moron was. Can’t even type the spelling correctly and our wise Govt wants these persons to do their job properly.

i have recently applied for passport reissue in tatkal . when i applied in online the website asked me to upload the verification certificate and some other documents but i haven’t done any thing. i went to the PSK on my appointment i told them that i haven’t uploaded any documents they said they are not required they just asked my old passport and my aadhar card apart from that they haven’t asked any thing it went smoothly . hardly entire process tooks 45 minutes including waiting time. after leaving the psk i received an sms that my passport application is approved on no police verification basis

I went for passport RENEWAL today at Lalbagh (Bangalore). Thankfully, i was not asked for Annexture F for Tatkal renewal.
However, a gentleman before me had applied for NEW passport & was asked to furbish Annexture F.
My *guess* is that only NEW passport application need it, and, renewal does not. Suggest everyone to Call customer care BEFORE going to PSK for their appointment.

Hey Divya, I read your blogpost only after scheduling my appointment at Bangalore PSK for a fresh issue of passport under Tatkal quota. I had no chance of procuring Annexure ‘F’ on such short notice. My mother is a gazetted officer in the admissible payscale as required by them and is eligible to issue this certificate. I learnt that only after reaching the PSK. Anyway, I decided to test my luck with the ‘3 out of 16’ documents approach. I gave Aadhaar, PAN card and Voter Id as proofs. They were promptly accepted and passport was issued on post police verification basis.
I did a bit of digging around and read some articles from around the beginning of this year which state that if applicants furnish Aadhaar, PAN and Voter ID, even normal applications are being issued on post police verification basis. The same seems to apply for Tatkal applications as well in the absence of Annexure ‘F’. The only thing they scrutinized in my application was that the address in Aadhaar and Voter ID were the same.
P.S Annexure ‘I’ is required along with the three proofs.

Read the comments here. You will understand how this works. This is very dealt with in very ‘open-to-interpretation’ sort of way. The rules aren’t followed in the same manner everywhere. Maybe yours is a metro-city PSK, hence their outlook is broader.
I am VERY sure that this isn’t the case in every PSK.

Yup, having successfully navigated the mires of our bureaucracy, it did feel like a dream and aptly Kafka’s.
You are absolutely right. Their policies are whimsical. I might have left out a couple of arbitrary but key pieces of information. When I was scanning my documents at the first counter, I overheard the executives talking about my case and they were commenting that the ‘3 out of 16’ documents approach is a headache as they have to do additional work to validate each of them. I was a bit perturbed after hearing that and was worried that I would be asked for the dreaded Annexure ‘F’ in the next counter. Fortunately, the officer at the counter wasn’t cranky yet and was eager to move on to the next applicant. Just opposite to him, there was another officer who was taking great pleasure in berating applicants. I was incredibly lucky here.
Another thing that worked in my favor was that I had a very early appointment and the crowd was very manageable. I think as the crowd swells, the officers tend to be more dismissive to the applicants.
‘Whimsical’ is what my problem is, but that is just a small problem. In smaller towns, these guys are asking for bribes which, unfortunately I have no way to prove, hence I did not touch upon that aspect.
Another person too told me the same; try for early appointment. My point is, aren’t they paid the same salary though out the day, that if someone hasn’t been lucky enough to get early appointment he’she shouldn’t get to deal with officers who are perpetually PMSing?
P.S. Mine was the 1st appointment in the day.
Is this phenomenon of compulsory annexuTure F only seen in the Bangalore PSKs? I have applied here and I too have the same story.
And i echo the EXACT/same sentiments of BCP – why waste people’s time, energy and money by mentioning a list of documents that are not accepted inside the passport office. I too have plans to raise these grievances on the concerned sites.
To add to the woes, even the list of address proofs is only indicative. Cr*p documents like rent agreement etc. are used only as supporting documents and are to be accompanied by other important looking address proofs like bank statement, LPG connection etc. Site again doesn’t mention the old rule of proving 1 year’s continuous stay at 1 place. But inside the passport office they require you to show 6-12 months of continuous residence at 1 place. Even when it’s clearly mentioned on site that applicant doesn’t need to prove it and can give proof of current address irrespective of how short the stay is. Do they suffer from a hangover of the old rule and still check 1 year’s continuous stay?
As mentioned by the APO to me – for fresh ones, Aadhar, EPIC and PAN card are the only ones accepted as Tatkal docs. Again, don’t know if same address needs to be on each of them (Address not applicable on PAN). Though the site says, applicant’s name needs to be same on all Tatkal documents.
Thanks a lot for penning this down, specially the bits about Tatkaal passport renewal and the dreaded Annexure F. I ran from pillar to post to get this Annexure F [ F*** crap ] which is designed to make you realize your helplessness when it comes to shitty red tape and beauracracy.
However luckily for me the Bangalore SAi Arcade PSK officials, didnt ask for it.
I think since it was a passport renewal and since I had all other documentation in order 3 of 16 [ with 1 photo id], this was not mandatory.
Later when my application was granted and processed, I inquired about this with the Passport officer in charge as well as the APO. Both of them mentioned this depends on a case to case basis. Thus if it is a reissue and there is no change in address , most likely they will not ask for it. Also, even though there is an address change, if all the other address proof’s and documents add up, the Annexure F is not mandatorily asked for, the Passport officers requested me to convey the same to other people as well.
But then again, I think this also depends on the Whims and fancies of the officer in charge as you highlighted.

I’ve got my Passport Re-issued through Tatkal in Passport Office at Lalbag Road Bangalore.
I came to know that it is mandatory, if One is applying for Fresh Passport. For Re-issue, they will check if they are able to find the Police Verification Details of your Old Passport in their DataBase. Mostly it will be found, and sometimes it is not. The Annexure B and E Certificates are mandatory in the Latter case.
In case my case, they were able to see it in their records, old one was applied 10 years ago. Most of the People who went their to re-issue their Passport didnt have to submit the special Certificates as they were able to find their Police Verification Details for Most of them. I saw a few people were quarreling with Person who was sitting in Tatkal Counter as they were asked to Get the Certificates.
In AnyCase, You do have an option to Change it to Normal at the PSK office itself. So there is Nothing to Worry.

There are only posts which suggests that a person can get passport issued in 7 days if the aadhar card is attached. I would like to say , defense persinal are not allowed to issue a photocopy of their id card , to any one , its illegal, hense void ab initio “null from the begging” instead of this they can issue a valid id proof such as their aadhar , pan ,driving license etc.

I realized how difficult it can be to get this Annexure F through this blog of yours. And with caution and determination to NOT waste my time & resources I took steps carefully. I called the passport toll-free and my regiona passport office (Raipur, Chhattisgarh) and cleared all my doubts.
After 2 days of determined efforts finally I GOT ANNEXURE B VERIFICATION , from the ITS Officer working as Dy. Director (Admin.) at AIIMS Raipur where Im pursuing MBBS. I got my passport within 3 days. Am happy now 🙂

Just wanted to share my experience with Normal Passport re-issue.
PSK – Gurgaon
I made a reservation for passport re-issue through the normal service. I knew that Tatkal was tough with all the additional documents. (Dont get me started on Annexure B/F)
My earlier passport was issued by the Indian Embassy in the UK who dutifully copied all details from my previous passport without any changes, this one was issued by Passport Office Ahmedabad way back in the 90’s.
As is the case with our lovely Indian ways – The first passport issued out of Ahmedabad had a Gujarati honorific ‘BEN’ had been added to my mother’s name making it ‘S@@@@BEN’ instead of ‘S@@@@’
(Dont ask why)
This mistake was carried forward by the Indian Embassy London during the last renewal process 10 years back
So this time round I thought of correcting it. My mistake.
Here are the list of documents that were demanded from me, most of them are nowhere listed on their website.
My Birth Certificate (ORIG)
SSC/HSC School Certificate (ORIG)
Highest Degree Certificate (Masters in my case) (ORIG)
Aadhar Card (ORIG)
IT return Latest (Attested copy)
PAN card (Attested copy with ORIG)
Bank Statement (Original from bank stamped – ONLY SBI/Government BANKS Accepted)
Marriage Certificate (Name of Spouse was to be added)
Spouse’s Original Passport
(Original mind you, had been issued by the same PSK a few weeks back)
Spouse’s Aadhar Card (Original)
My Mother’s Original Passport
(Original again, I had to get her passport couriered at great risk from Ahmedabad – Illegal act according to our country’s law)
My mother’s birth certificate (Original again)
My mother’s Aadhar card (Original again)
To get this processed, I had to make 3 journeys to the PSK and had to fight my way through the system. I actually ended up having a bad bad fight with the idiotic lady sitting at the final desk (No 3), I even initiated a complaint against her to the Head of the unit. Obviously it made no impact.
My simple complaint against the system is this:
By law I cannot hold or possess someone else’s passport or aadhar in original, the website says you can give in attested copies and that should be fine
REALITY: PSK guys say we cannot verify if the passport copy given to us is a copy of the original or not – HENCE CARRY THE ORIGINALS as well
WTF if you guys cannot verify or validate to the authenticity of a passport issued to someone from your end what can you do. (In this case my mother’s and spouse’s passports)
Why do I need to carry my Birth Certificate (Original), my Old passport very well mentions it and my place of birth and my parents, what more do you want
I had to change my address as well and apart from AADHAR / Government Bank’s Statement (Stamped and original) and ITR copies were demanded – This should not be required if AADHAR is being billed as a single verification document
(Oh did I mention the bank statement should be of a duration of one year or more and from a Gov bank)
It is a shame that even in 2017 we need to bow down to these stupid laws that are created in the name of a national security and what not, but in reality are employed by babus / bureaucrats to harrass the general public and nothing more.
I still remember that sniggering bitch of a woman who needlessly made me go through the hoops thrice before saying I cannot process the passport with your mother’s correct name unless you get me her ORIGINAL passport. After I complained to her superior and made a hue and cry about it, she offered to process my passport with the same ‘S@@@@BEN’ mistake on the new one as well, saying ‘abhi tak chal raha tha na ab kyun badalna hai’ and then having a good laugh about it over chai with the other jokers.
I am most horrified every time I have the slightest of interactions with our esteemed bureaucracy. These are times that I wish I had never come back to this country, nothing against the place but its government and systems are going to take it down the hell hole one day.
I thought of putting this here, as an experience just so it may be of some use to someone else planning the same sort of changes.

Its true that getting annexure F or B is very tough . Strangely enough I always got it ( Twice for me , for my daughter and now for my wife ) .
By no means I am some privileged bureaucrat relative or son . But my uncle works in defense, and some how some one will be posted near to or in same city as I am . Defense guys are bit brave and they treat each other words with faith , This is how I got my annexure F and B all 4 times .
I tried with SHO one SDM who happens to my close relative every one refused . My conclusion is that if you are normal guy try to find some one in Armed forces who knows you . They might help you without much bureaucratic talks .

i also visited Tehsildar’s Office and SHO of my area but they directly refuse me and said Sorry we can’t make your certificate .

For what it’s worth, I submitted my tatkaal application for reissue with change of address (With 2 years left on the passport) at Bangalore RPO (Lalbagh). I was asked for my old passport, self signed copy of the passport, original Aadhar (for evidence and address proof) and self signed copy of the aadhar card. There was someone else who was told their Police Verification had “expired” and they had to get Annexure B. I however was not asked anything else. In two hours I was done with the process and got an SMS that “Your application with File No. XXXXX has been granted on No Police Verification basis.” So while YMMV, reissue where the police verification doesn’t have to be done (Probably as I was not actually moving, just correcting my address) probably doesn’t need Annexure B. Good luck!
I reached the RPO at 10:10AM today and am now in the office eating lunch at 1:00PM.

there is conflict with Annex B… VC…. Verification certificate. For tatkal of reissue, some locations its mandatory but some location its not required….. In Mumbai its mandatory.

HI Group members…I need urgent passport and managed to get Annex B (but letter head does not have Indian emblem) from a Lt Col in Army with his CSD card copy. But i still have following doubts:
1) I have only axis bank photo passbook as address proof for 1 year continuity
2) Have adhaar card but only 6 months old
3) Driving and voter id has old and different address
Im afraid if they ask for 2 address proofs for 1 year continuity apart from Axis bank passbook, I dont have any other proof.

Annex B is no longer required for tatkal. Please call passport helpline to confirm. I applied for reissue to get change of address and spouse name addition and was not asked for any annexures including annex B.
